Institutions represent groups of countries that collaborate on some level. These can take different forms.

Establishing a new institution

If you aren't part of an institution where you are the only member, you can create a new institution. You can find the button for that in you country's country view.

Note that creating an institution costs power, depending on your country's power and the aspects of your new institution.

Joining institutions

Countries can ask to join institutions they aren't yet part of, given they are not at war with any members. This will allow the institution members to vote on admitting the country as a new member.

It is also possible to invite another country to join an institution you are part of. This will be sent as a diplomatic request, so you will be notified of their response.

Map Mode

Once an institution as at least two members, it can be seen in the institutions map mode. Countries with the same institutions will have the same color. Countries that are members of multiple institutions will have a blend of their colors.

Aspects

Institutions have aspects. The aspects determine the effects that the institution has.

Some aspects have requirements, so that they require other aspects to be added to the institution first, or can't be added alongside other aspects. Aspects can also be incompatible with other ones, although this feature is currently unused.

Decision systems

Each institution has one decision system, which determines how many votes each member gets to vote on decisions within the institution.

Decision system Effect
Democratic (Majority) Each member gets one vote.
Democratic (Power) Each member gets votes equal to their power.
Unanimous Each member gets one vote, but a single vote against vetoes any decision.
Unilateral Only the leader country gets a vote.
