Power output

Industry generates power. How much power is generated by industry depends on the terrain type. On fields terrain industry has the highest power output.

Limitations

Countries can develop industry in any of their places. There is a maximum industry level of 10, and industry can only be developed to the next highest level in one turn.

Development costs

The costs to build industry also differ per terrain type, and rise and fall based on how much industry is already present in the place. This models the difficulties of developing a place's economy in the real world.
